Abstract
In the nowadays context of political and socioeconomical changes around the world, an unprecedent expantion of higher education is appreciated, due to social expectations toward universities as instruments of upward mobility, which allows
a succesful insertion of graduated students in the working market. The research objective is to do a conceptual exploration of distance education percepcions and learning technologies in higher education. Results show technology ought be be mediated by cultural, ecomical and political aspects. Meanwhile, late Latinoamerican research is adressed to the development and future of universities, opposite to european countries and United States institutions, where scientists consider the relevance of certain technological tools in order to build better and more adequate teaching, learning and evaluation environments.
