Abstract

The coming world, the digital world, does not yet have an owner, the ones in charge of adapting and creating it will be those who lead it, not those who own it, that central argument for the signing of the Digital Economy Partnership Agreement. Our main objective with this essay is to contribute to the construction of an inclusive, comprehensive system that not only commits us all, but also benefits us all, with guarantees of connectivity and quality of digital services, which requires an evaluation of the Mexican
digital context and thus, generate proposals based on equity as the axis and not as the ultimate goal. Studying the digital divides, from the social sciences with a quantitative approach, helps us to determine a list of actions as an opportunity to reduce them in a country marked by inequality. Although the characterization and clear solution of this phenomenon is very broad and not all the elements are covered in this essay, we provide what is necessary to approach the formulation of urgent solutions to this context. We conclude on the need for social and institutional alliances to face the great challenge of digital inclusion as a universal right in our
country. The resources used for this analysis were the statistical annex of the Federal Telecommunications Institute (FTI) for 2019, and the National Survey on Availability and Use of Information Technologies in Households for the same year (NSAUITH), according to the availability of data, but it is intended to update the analysis to be able to propose public policies on the digital environment with historical carácter
