Abstract
This work is about the confrontation between the Bishop of Puebla, Manuel Fernandez de Santa Cruz, with the Viceroy of New Spain, Conde de Galve, with reference to the problem of supplying the cities of Mexico and Puebla during the shortage of wheat and maize in the last decade of the seventeenth century. The text focuses on the events of 1694, at which point tensions between the two authorities reached their peak. The minister of the Royal Audience Miguel Calderón de la Barca was involved as commissioner of the viceroy.
