Abstract
The family must provide the best protection to children against all manifestations of abuse, abandonment, negligence, neglect, and exploitation. However, when the convergence of internal and external factors diminishes the family's ability to face a specific situation that causes harm to them, and which in turn prevents recovery. It is up to the States not only to directly arrange and execute protection measures for them, but also to collaborate or assist in the broadest way, the development and strength of the
family nucleus. Based on this, historical-legal, exegetical-analytical, legalcomparative and document analysis were used as research methods.
