Abstract

Almost 15 years after the creation of Unasur, the article proposes to reflect on the potential of consolidating a regional integration process like Runasur, from the peoples and for the peoples, as a tool tending to create a plurinational America. For this, documents from and about Runasur were analyzed, such as the founding decalogue, the official communiqués published on the social networks of the regional integration mechanism and journalistic news. Likewise, some theoretical categories of Latin American constitutional law, international relations and foreign policy will be taken up again, such as the idea of ​​"diplomacy of the peoples", to investigate and outline some lines of understanding of the process that constitutes Runasur. In this sense, the background, the main challenges for its creation and its implications for Argentina will be analyzed. Finally, some initial conclusions will be outlined, which take as a premise that Runasur opened a new debate on regionalism in our America. In this way, it can lay the cultural and political foundations of a new democratic hegemony in the regional integration processes, opening the way for the leading participation of the peoples.
